The average number of passengers using public transportation daily in Seoul is nearly 11 million. The quality of public transportation infrastructure in Seoul is considered to be on par with that of advanced cities overseas. Citizens expect better public transportation services, such as additional facilities at night. Accordingly, it is necessary to identify the sections of Seoul’s spatial and temporal public transportation that are still vulnerable and actively address their needs in public transportation policies. Since public transportation facilities have been linked mainly to economic efficiency, it is difficult to fully accommodate the citizens’ travel needs and expectations based on current facilities and operations. Therefore, this study has analysed the various factors in Seoul, which depend on time and space, and discussed the implications for future public transportation policy.
