Emergency Response Capacity of the Fire Service by Fortifying it with the Necessary Resources: A Study Focused on Responding to Fire-Related Accidents

Abstract

Taking longer than the ‘golden response time’ of 5 minutes to respond to a fire accident has resulted in double the amount of damage which would have been incurred had the response time been earlier. Thus, it is necessary for local governments to move forward with a plan for the strengthening of Emergency Response Capacity (ERC). However, the Seoul Metropolitan Governments (SMG) have not yet devised a comprehensive Directions and Proposals plan on this issue, which is not being effectively developed or managed.

The citizens of Seoul live in a densely-populated area with a high concentration of buildings, which places them at risk of suffering from disasters. Thus, the SMG must be responsible for implementing a Directions and Proposals plan for the strengthening of ERC. In this study, we propose solutions to the SMG’s ERC problems. We took into account the current state, related cases, spatial analysis, discussions with those in charge, and the opinions of professionals.

Our investigations have led us to the following conclusions:

i) The SMG should apply the directions and proposals for strengthening the ERC.

ii) The SMG should improve the tasks necessary for the formation and implementation of the ERC.

iii) SMG must continuously monitor on-the-spot details of ERC.

iv) The Emergency Management System must be improved in consideration of vulnerability factors

v) Coordination of Emergency Response is needed by both SMG and citizens.

vi) New needs of the ERC are reflected in the SMG’s Reinforcement Policy.
