Improvements in the Regulation and Operation of Transportation Impact Fees in Seoul

One of the most important travel demand management policies in Seoul is ‘transportation impact fees’ enacted in 1990. The impact fee is based on building floor area, unit fees, and multiplier factor by land use group. Because the multiplier factor has not been changed since 1996, it is announced to revise the ordinance reflecting the change of urban environment. The objective of this study is to improve existing regulations in law and operation of ‘transportation impact fees’ focusing on multiplier factor.

 

One way to reflect the change of urban environment is introduce the new zoning factor classified by CBD and non-CBD. This study focused on the difference analysis of transportation impacts on buildings and area classified by the location of CBD and non-CBD. Table 1 shows that unit trips of passenger car/taxi arriving at non-CBD buildings are larger than that at CBD buildings.
