Nurturing Creative Class in Multimedia Industry

Abstract

The importance of creative class has been increasingly recognized in policy practices as well as in academics. Seoul Metropolitan Government also announced supports for creative class and creative industry. However, despite its magnificent interest, the industry-associated HR(human resources) policy of creative class has not been launched yet.

This study aims to make suggestions for Seoul government to support creative class of multimedia industry: broadcasting, animation, and movie industry. In doing so, this study draws on the questionnaire survey method and in-depth interview with employees, companies, trade associations, and policy practitioners. Preferences for work experiences have created high level of entry barriers to new comers.

In addition, universities and private training institutions also do not contribute to the interactions between creative class and companies.

Moreover, central/local governmental efforts have been conducted in inconsistent and narrow ways.

This study recommends four strategies summarized as follows: capacity building strategy of creative class according to its position of the labor market; provision of information accessibility; agglomeration strategy; and cooperative policy framework among various actors from private and public and from individuals and industries.
