Policy Suggestions for Invigorating Living Cultural Art Clubs in Seoul

Abstract

 

The purpose of this research is to understand the activities and needs of living cultural art clubs, active in Seoul, and to suggest the direction of invigoration to allow them to contribute to the formation of a local cultural community while maintaining their autogenous ability.

 

To understand the activities and needs of living cultural art clubs', we investigated the current state of living cultural art clubs that are active in providing public cultural facilities in Seoul and we performed surveys and interviews. The main results are as follows:

 

We classified the types of 1,329 cultural art clubs, active in providing public cultural facilities in Seoul, into four categories according to their nature and the classification turned out to be culture-sharing-oriented, self-development-oriented, friendship cultivation-oriented, and voluntary-work-oriented depending on whether they were artistry-centered (learning, presentation) or community-centered (exchange, social contribution). Above all, cultural art clubs in Seoul turned out to be highly ‘self-development-oriented’, with a large proportion of 72.9%, which indicated high desire for culture and arts learning and presentation and suggested boosting a sense of self-achievement through artistic activities as an important element. However, clubs with self-development-oriented nature showed a higher level of participation in social contribution activities and they clearly aimed for culture-sharing activities where there was an active exchange with other clubs. Nevertheless, lack of opportunity to perform social contribution and network activities as well as lack of information served as an obstacle for these clubs.

 

We selected 3 directions, which included ‘enhancement of the autogenous foundation’, ‘creation of an environment for clubs to perform activities’, and ‘construction of a public supporting system’ as the direction to support invigoration of living cultural art clubs, and 10 main tasks to be performed by integrating precedent researches and domestic/overseas cases, research on the current condition of clubs and their desire, and any other such data. The details are as follows:

 

Firstly, we need to strengthen the autogenous foundation of clubs. This requires construction of a system that allows the clubs to grow and develop themselves and it can be achieved by forming a living cultural community network that connects clubs rather than focusing on the support for clubs’ individual activities only. Tasks required to achieve this goal include cultivation of intermediaries, construction of a sharing platform, hosting of a living cultural festival in Seoul, and so on.

 

Secondly, we need to create an environment for the clubs to be active so as to help expand their activities. According to a club research, the demand for space and equipment is a key factor for invigorating club activities and thus we need to construct a system to continue discovering local cultural infrastructure which can serve as the base of club activities and to share space and equipment. Tasks required to fulfill such a goal include provision of space for residents to perform living culture and art-based activities, development of a project for building a living cultural support center, expansion of the presentation space for ‘club presentation week’ and so on, and management of a warehouse for sharing equipment.

 

Thirdly, we need to construct a public supporting system to strengthen the clubs’ autogenous foundation and to create an environment for their activities. Since living culture and arts are highly local activities that take place inside a living zone, constructing the local foundation is exceptionally important. The city must create political conditions to help invigorate living culture and support autonomous district’s business. Arrangement and hosting a living cultural festival that connects 25 districts, enactment of living culture promotion ordinance, and construction of an activity network for living cultural art clubs, an integrated information system, and the foundation for cultivating mediator manpower can be included in the above plan. Autonomous districts must support the discovery of living cultural art clubs and their activities inside a living zone and such support can include sharing space and equipment and small presentation activities inside the districts. Tasks for constructing a public supporting system include support for invigoration of living cultural art clubs in a district, establishment of living culture promotion ordinance, and establishment and execution of a living cultural policy.
