Rational Improvement of Committee System for Collaborative Governance in Seoul

Abstract

As an alternative democracy model, participatory democracy and deliberative democracy are becoming widespread in society because of the limits of representative democracy. In accordance with such changes in political and social conditions, the administrative system is also seeking to switch to so-called ‘government as an open platform’. The committee system, which was a traditional channel for civilian participation in administration, also needs to consider different approaches and policy values in this new environment. Therefore, in this research, we sought for a ‘multi-value based integrated approach’, such as openness, representation, and autonomy based on participation and cooperation, in addition to traditional values, such as expertise and efficiency. The purpose of this research is to elucidate the qualitative leap forward of the collaborative-governance-friendly committee system leading the government as an open platform.

 

In this research, the current situation of the committee system of the Seoul Metropolitan Government was analyzed by evaluation based on ten administrative values, and four pending issues of the current systems were drawn out:

(1) Need for rational improvement of the management and operating systems of committees

(2) Lack of diversity of committees that do not respond to the transition to an open platform

(3) Need to improve and strengthen the autonomy and effectiveness of the private sector in the process of operating the committees

(4) Need to revitalise the operations of the committees

 

By addressing these pending issues, the committee system of the Seoul Metropolitan Government should actively progress toward the collaborative-governance-friendly committee system. In this research, we propose four strategies for this transition to this new type of committees in order to reconstruct the government as an open platform.

(1) Mission-oriented and agenda-oriented committee management

(2) Rational improvement of the existing operating systems of committees

(3) Introducing and expanding innovative operation models of committees

(4) Establishing institutional supporting environments to strengthen the effectiveness and vitality of committees
