Recent Trend of Environmentally Friendly Vehicles and Seoul Policy Directions

Abstract

 

Transportation sector is significantly responsible for air pollution as mobile source emissions occupy 47.4%(as of 2013) of air pollutants emitted in Seoul, Korea. To reduce emissions including greenhouse gases, active policy actions are required to promote wide use of environmentally friendly vehicles such as electric vehicles(EVs).

 

The wide use of EVs is affected by their battery cost and driving range. Fortunately, recent trend of reduced battery cost and high energy density is expected to boost the use of EVs. Results of analysis of travel distances for passenger cars have illustrated that they can be replaced by EVs even with current level of EV performance. In the case of taxis with long travel distances, the performance of 3rd generation EVs may be enough to replace conventional taxis with electric ones. The advancement of EV technology will also contribute to the introduction of electric buses up to 93% among all city buses in Seoul.

 

Based on the scenario of an active EV delivery plan targeting 2050, it may be possible to introduce EVs to replace conventional vehicles of 2.43 million passenger cars, 7.2 thousand buses, and 70 thousand taxis that account for a total of 84.7% of all vehicles registered in Seoul. The introduction of EVs is expected to consume 6.4% of electricity demand in Seoul in 2050. When it comes to peak hour electricity demand, the percentage would be 4.1% and 4.3% for summer and winter seasons, respectively. This peak demand needs to be managed by variable electricity pricing. Considering that the number of EVs is still small in Seoul, various EV friendly policies may be required together with provision of sufficient accessible charging facilities.
