A Study on the Implementation of the Conservation District Program in Seoul Historic Downtown

Abstract

Seoul Historic Downtown is an important area that has a conservation value as a historic place where Seoul has originated from, and the Conservation Districts are a core areas where has highly management recommended. It is impossible to manage the Conservation Districts by general legal systems that apply for ordinary building. Results of Conservation District plans analysis reveal that It is necessary to be financial support to preserve the historic assets and to improve the deteriorated environments. It also need to be special permit of related clauses for making remodeling of the violated building assets possible and provisions of various incentives for the added regulation.

Korea historic conservation policy is changed into District-Oriented Conservation from Building-Oriented Conservation. Recently ‘Act on Conservation Promotion of Architectural Assets included with Hanok’ was enacted, and ‘Architectural Assets Conservation District’ policy was also introduced. The financial support was expanded to modern historic building etc, and district unit Improvement became possible by public fund aid. The limitations on remodeling architectural assets got to facilitate further by the supplement of the deregulation clause. However, building coverage ratio mitigation in the residential areas must be realized, and measures to mitigate land owner’s appeal for added height limit must be secured. Detailed use control system will also be introduced on ‘Urban Planning Act’, and Architectural Assets Conservation District Policy should be improved so that the District Improvement Project get applied to Conservation Districts.
