A Study on monitoring and evaluation system for Inter-Regional Exchange and Cooperative Development Projects of Seoul

Abstract

In 2016, Seoul Metropolitan Government announced “the Master Plan for Inter‐Regional Exchange and Cooperative Development of Seoul.” This plan suggested five policy areas with 19 inter-regional cooperative projects. With the plan, Seoul expressed a strong policy will promoting inter‐regional cultural exchanges and cooperative development projects to reduce polarization between urban and rural areas of Korea. Despite various policy efforts of Seoul, current monitoring and evaluation of related projects are conducted in limited ways relying on some quantitative results.

This study aims to suggest the establishment of monitoring and evaluation system for a more sustainable and cooperative inter-regional policy implementation. To this end, current situation of monitoring and evaluation of inter‐regional cultural exchanges and cooperative projects in Seoul and relevant literatures were extensively reviewed. This study also analysed the current best practices concerning cooperative and participatory monitoring and evaluation at home and abroad. Based on the previous analysis, this study suggests the monitoring and evaluation system for Seoul. This new system uses a log frame as logical framework, and adopts self-assessment methods to facilitate participation of various stake-holders. It also develops various evaluation indicators considering the characteristics of each project sectors and the three policy stages in whole policy cycle.

This study proposes four guiding principles on the establishment of monitoring and evaluation system for inter-regional exchange and cooperative projects as the basic policy direction: 1) building participatory and reciprocal monitoring and evaluation system; 2) enforcement of monitoring and consulting functions with objective performance assessment; 3) adoption of various evaluation indicators considering features of each project sectors and the three project stages in whole policy cycle; 4) the system approach with the long‐term perspectives on the more sustainable trust-building process rather than relying on short‐term project evaluation.

More specific measures for policy improvement are summarized as follows: 1) enhancing consensus from the planning stage of projects; 2) minimizing the negative impacts and maximizing the positive aspects of the current practices; and 3) enhancing the effectiveness and efficiency especially on the job creating sector and public-private cooperative governance system.
