A Study on the Use of Seoullo 7017 and Its Effect

Abstract

The Seoul Station Overpass, an industrialization heritage site and symbolic structure within Seoul, was reborn as “Seoullo 7017” on May 20, 2017. Seoullo 7017 is a skygarden with pedestrian road. It is advertised as a “road for people.” The road is 1,024m in length with width of 10.3m and a maximum height of 17m. Upon opening, various programs have utilized Seoullo 7017. Many people have visited Seoullo 7017 out of curiosity.

This study examined types of citizens using Seoullo 7017, the culture formed from its use, and changes occurred within the road’s surrounding areas after its opening. The space and its program management were analysed. Big data analysis was conducted. A survey regarding the space’s use was distributed, and an analysis of local changes caused by Seoullo 7017 was completed.

Results of this study revealed that Seoullo 7017 itself is a success. As of December 31, 2017, approximately 7.4 million people had visited the site. Visitors usually spent their time walking, viewing the city, and admiring the vegetation on the pedestrian road. However, not many people visited communities surrounding Seoullo 7017. Most visitors stayed only on the road. As a result, little change has occurred in neighbouring areas. In other words, regional revitalization through the creation of Seoullo 7017 has not yet happened.

This study proposed the following three improvement direction. First, the tourism environment needs to be improved for visitors. This can be done through using more information signs so that tourists can better navigate the area. Events related to the road also need to be held in places surrounding the site rather than being hosted solely on the pedestrian road. This would encourage the distribution of visitors throughout the neighbouring areas. Second, the relationship with the operating team and stakeholders in surrounding areas must become closer. It is essential to create a governance system that includes individuals in the nearby areas, such as Urban Regeneration Center of Seoul Metropolitan Government and Culture Station Seoul 284. Third, it is necessary to carry out continuous monitoring to examine any changes in visitor type. Focus currently revolves around the number of visitors coming to the site. However, to make better use of Seoullo 7017, the usage pattern of visitors should be analysed. In the future, periodic monitoring of the actual use of visitors must be implemented to make improvements for the surrounding communities.
