A Study on the Evaluation of the Effectiveness of Inpatient Living Expense Support Program in Seoul

This study aimed to evaluate the inpatient living expense support program of Seoul in various aspects such as income stability, early detection and treatment of diseases, and enhancement of labor productivity. A survey was conducted in 2024 with 1,050 users of the inpatient living expense support program. As a result, the positive effects of the inpatient living expense support program on vulnerable workers' right to health through medical treatment, improved work capacity after treatment, and strengthened income safety nets were confirmed. However, even in the sixth year of the program, awareness of the program among beneficiaries remains low. A more proactive outreach strategy is needed to ensure that vulnerable workers who need the program are aware of the program before they fall ill or undergo a medical examination. In addition, it may be possible to consider expanding the number of days of support, and in terms of quality, expanding support for outpatient treatment days (medical use days) that are not linked to hospitalization, and days of rest to recover from illness (inability to work days). Since the pilot project for the sickness benefits program in Korea is currently underway, it is appropriate to improve the inpatient living expense support program of Seoul in conjunction with the sickness benefits program in Korea after the model for the the model is finalized.
