Evaluation of Car Mileage Program and Establishment of Policy Direction

Abstract

In order to supplement the problems for the weekly no driving day program, Seoul has reviewed the implementation of Car Mileage Program which provides incentives for driving lesser mileage, and a trial project was carried out in October 2014 for 6 months.

18,217 vehicles participated in the trial project and 30.1% of them received incentives for decreasing their travel distance for more than 5%. However, 20.7% of the participants drove similar or higher mileage and did not receive the incentives and 30.1% did not submit the required mileage document. The average milage for the drivers that registered for the Car Mileage Program decreased by 15.1%, from 28.8km/day to 24.4km/day. As a result for carrying out the Car Mileage Program, it is expected that the total mileage of Seoul decreases by 0.03% and the green house gas emission decreases by 1,470ton/year.

The participants of the Car Mileage Program mainly consisted of male drivers in their 40s and 50s. The participants who responded that the main purpose of using their cars was for leisure and entertainment had a decreasing trend for their mileage but those who responded that the main purpose was for commuting did not show a decreasing trend for their mileage. Also, participants with high income did not show a decrease in their mileage while participants with older vehicles drove fewer mileage and received incentives.

Only 0.8% of the vehicles in Seoul are participating in the Car Mileage Program. Considering the current condition, the short term goal is to increase the participants to 10,000 vehicles. For this to happen, many measures to make more citizens participate has been searched for, including advertising and providing additional incentives for older diesel cars and flexible incentives depending on the participating period. Furthermore, there needs to be more trial projects to develop a database and provide a more elaborate policy.
