A Study on the Improvement of Underground Water Leakage Utilization in Seoul

Abstract

The amount of underground water leaked from Seoul has continued to increase with the development of underground spaces. As of 2016, about 178,000 metric tons / days of leakage has occurred, and about 800,000 Seoul citizens can use it for domestic water.

Considering various issues, such as the environment and disasters resulting from the leakage of underground water, it is necessary to recognize it as a public resource that should actively be used and reduce the occurrence of underground water leakage as much as possible. Most of the underground water leaked from the city is from subways, underground utilities and buildings. The volume of sewage discharged without using leaked underground water accounts for about 27 percent of the total volume of underground water generated. The sewage system is the most abundant in the building, and its utilization rate is very low, being at about 25 percent.

Therefore, it is desirable to reduce in private buildings rather than in public facilities, such as subways and underground utilities. Currently, the sewer system of leaked underground water may be used for a single fee, but an incentive system may be considered in order to reduce or exempt the water supply and sewage costs from the system and increase the utilization rate of leaked underground water.

Utilization in the public sector should be actively considered. Currently, most of it is used as river water. However, since underground water leakage has the characteristics of a public resource, it is necessary to find a variety of potential sources of water, especially in order to secure emergency feedwater sources for disasters such as droughts.

Lastly, legal and institutional improvements should be carried out to actively utilize leaked underground water.
