Establishing a Monitoring and Effectiveness Evaluation System for Vehicle Restriction System in Seoul

The Seoul Metropolitan Government is promoting gradual expansion of internal combustion engine vehicle restrictions as a key measure to improve air pollution and realize carbon neutrality. Policies to improve air pollution are difficult to implement because they do not show tangible effects in a short period of time. Therefore, for successful implementation of regulatory policies that require long-term implementation, it is necessary to communicate with citizens by periodically monitoring, evaluating, and disclosing the progress and effectiveness of policies. This study aimed to identify monitoring indicators and establish processing methods to periodically evaluate multifaceted effects (traffic volume, carbon neutrality, air pollution) of Seoul's Vehicle Restriction System and utilize them for citizen communication and publicity. Ultimately, we proposed a system to create and utilize the monitoring report of Seoul's Vehicle Restriction System in a readable content and format
