‘The Seoul Innovative Education Zone(below, SIEZ or IEZ) Project’ began with recognition that schools and communities raise children. SIEZ Project was initiated by the Seoul Metropolitan Office of Education(below, SMOE) 2012, when Geumcheon and Guro were assigned as innovative education zones. The Seoul Metropolitan City(below, SMC)-SMOE-local government concluded a joint agreement to promote the project. SIEZ project promote by the cooperative governance system called the local government-civic groups-schools governance.
SIEZ project invested 55.1 billion won by 2016, and 734 programs have been completed. As of 2017, there are 22 zone excluding three municipalities in Seoul.
This study aims to analyze the operating status of SIEZ project. We use qualitative research to describe and interpret difficulties and limitations of governance operations, business practices, and changes in localities brought about by SIEZ project. In addition, I want to elucidate the improvement tasks of SIEZ project.
For this purpose, this study conducted survey focus group interview(FGI), and interviews with committee members participating in SIEZ project. Survey results are as follows.
The most important thing that SIEZ business is the mid and long-term plan of the innovative education zone(5.7%). Members participating in SIEZ project reply the biggest problem is the lack of cooperation with the school(19.5%).
As for perception of operating on governance structure, a positive opinion. According to a result of surveying the degree of cooperation between civil and public, cooperation of the local government between the community(village) was high at 6.78 points(of points), but the school-village cooperation was relatively low at 5.68 points.
The main results of qualitative research that cooperative governance is being established and settled in the education zone, and that SIEZ project promotes community change as an experimental place for cooperative education between schools and the community. limitations of the quantitative evaluation of SIEZ project, the absence of alternative, and lack of sharing with the understanding and the philosophy of SIEZ project were pointed out.
Based on these results, we will suggest improvement task of SIEZ project. It is proposed to establish legal basis of SIEZ project, establish mid and long-term plan of SIEZ project, and establish SIEZ project with ‘the SIEZ project promotion team’. We will propose a redesign of the project, such as improvement of the evaluation system, compliance with required ratio of essential projects, establishment of infrastructure for “civil and administrative governance”, and systematization of education and training. We will also suggest improvement of the governance system, improvement for the method of SIEZ designation system, etc.
