Evaluation and Improvement Plan of the Pilot Project of the Seoul Community Autonomy Board

As discussions were raised on the reorganization of the performance and delivery system for the Pilot Project of the Seoul Community Autonomy Board, this study evaluated the pilot project in various aspects by dividing it into design suitability, operation efficiency, and project effectiveness.

First, the Pilot Project of the Seoul Community Autonomy Board partially reflects regional specificity in the system design, but the scope of authority and role with other autonomous organizations is unclear, and the system operation inefficiency is shown according to the multi-layered support system.

Second, the Pilot Project of the Seoul Community Autonomy Board was expanded in quantity for a short period of time, but vulnerabilities were revealed in terms of quality, such as limitations in securing residents’

participation and representation, existence of regional variations, and difficulty in efficient operation in response to budget expansion.

Third, residents of the Pilot Project of the Seoul Community Autonomy Board recognized the level of community activities and cooperation with the community center relatively high, but the recognition rate for the community was low and residents’ participation in the community activities and projects was low.
Through the evaluation results, this study proposes the following. The Seoul Metropolitan Government should move away from the role of expanding the Pilot Project of the Seoul Community Autonomy Board in high cost, low efficiency, and top-down ways and switch to an applicant for sustainable and practical revitalization of self-governing bodies, and to this end, it is necessary to re-establish the role among administrative units.
