How to develop Seoul’s cultural policy for the elderly in preparation for a super aged society

Seoul’s leisure and cultural facilities and programs for the elderly are centred on senior welfare centres, but some aspects have not been activated due to diversity limitations. As social relationships become narrower among the elderly, cultural activities are very important to relieve loneliness and social disconnection. In addition, in the future, Seoul will enter a super aged society, so it is necessary to develop cultural policies for the elderly.

To identify the areas with elderly people and changes among the elderly in Seoul before and after COVID-19, we analysed the amount and rate of change of the population aged 65 and over between 2019 and 2022. The results showed that both the amount and the rate of change were similar. This confirms that the areas where the elderly spend their daytime hours did not change significantly before and after COVID-19. However, in some administrative districts, the number of people aged 65 and over increased significantly compared to before the COVID-19 pandemic. Therefore, in the future, it is recommended that the amount and rate of change among the administrative districts with the highest population should be considered when providing cultural facilities for the elderly.

The main type of leisure activity for the elderly in Seoul is watching videos, such as TV videos. Based on the gap between the current leisure activities and desired leisure activities, we analysed the satisfaction rate of leisure activities. We found that the satisfaction rate of travel, outings, and cultural activities was low, while the satisfaction rate of watching TV was significantly higher.

Based on the results, to develop Seoul's elderly cultural policy, it is necessary to first establish the legal basis and promotion foundation. In particular, it is necessary to establish a community-centred public-private partnership system through the establishment of an elderly cultural policy delivery system.
