Improvement of Forest Management in Neighborhood Park

There is a lack of consideration of the growth and habitat conditions of trees in the neighborhood parks. There is a risk of safety accidents from untreated trees. Among the 250 neighborhood parks built by the city of Seoul, the number of parks that have been in existence for more than 20 years has exceeded half, and aging has progressed very much. Many of the trees in this park are made up of old trees.

The quality of the greenery is very poor. The park is managed mainly for the installation and maintenance of facilities for users. On the other hand, durability of trees is weakened due to the fall of the trees into the decline, and there is a risk of accident due to falling of the branch and collapse of the tree. 

In the absence of a direct legal system, even if there are related similar laws, the management department will have less accountability to fulfill the obligation to execute and check. In addition, even when the park is established, the park is planned, but since there is no obligation for the park management plan, most of it is not planned.

Four aged parks adjacent to the residential area were selected for the aging, and the four characteristics of tree characteristics, tree planting function, tree relation, and foundation environment were investigated. The target park is Sulbot neighborhood park in Gangnam-gu, Hot-water neighborhood park in Nowon-gu, Intermediate neighborhood park, Garon neighborhood park in Songpa-gu. 

We interviewed the public officials to find out the cause of the detailed problems about the trees in the neighborhood park. Most of them are aware of the importance of Tree management, but they have been working on measures to deal with complaints and have not been able to carry out planned management. It manages in the form of a maneuvering group, and manages it by circulating various parks.

 

In this way, the management problems in the neighborhood parks can be summarized into the following two aspects. First, From a tree management aspect ① Incomplete or absence of management considerations on the growth of trees according to the environment of neighboring parks, ② lack of professional management, ③ insufficient manpower in comparison to the control area. Second, From the parks related legislative system aspect ① unplanned expenditure in the tree management budget, ② Absence of standards for tree management, ③ Inadequate detailed guidelines and systems applicable on-site for the management of neighborhood parks.  

In order to improve tree management, the following three methods should be pursued.

First, it is necessary to create a management system for neighborhood park trees. we should make detailed GIS for the trees in the neighborhood park, and identify the growth and disease state of the individual trees. And the park is divided into management by zones and by individual forest. 

Second, the establishment of an infrastructure for tree management. For example, it is necessary to supplement the shortage of tree management manpower. It suggests the participation of local residents, nurturing experts, and cooperation with local professional organizations. Also, sufficient budget should be secured for tree management. Lastly, prepare guidelines for tree management and distribute them to establishments and municipalities that manage neighborhood parks. At this time, it is necessary to put forward the monthly and annual roadmap of tree management, and to set the management direction of short, medium and long term trees. 

Third, the legislative system related to neighborhood parks should be improved. For this it proposes an obligation for the park tree management plan, supplement of ordinance on Urban Greening etc of Seoul Metropolitan Government and making a detailed manual for tree management.
