Improvement of the Privately Owned Public Space in the District Planning Area

This study suggested the improvement of the privately owned public space (POPS) system in the district planning area of ​​Seoul downtown. A POPS is designed to create a enjoyable environment for citizens. In other words, a POPS in the city is secured so that more citizens can freely walk in the city and enjoy rest, and the importance as a factor promoting vitality of the urban space is increasing recently. Considering the role of a large-scale complex building to expand and network the street space in various types by linking walking on the streetside with walking within the building, a large-scale building, which has to be made a POPS, is usable, accessible and valuable to citizens. Overseas, a POPS is extended to the inside the building to create an indoor POPS, and various types such as arcade, inner court, and roof garden are used to create urban spaces. It is necessary to improve the quality of a POPS.


It has been 25 years since the introduction of a POPS, but it does not reflect the recent trends, and thus it is not able to create various types of public spaces. Therefore, the purpose of this study is to improve the system for the diversification of a POPS and to improve the quality of a public space in Seoul downtown by reviewing the POPS status and operating standards in the district planning area.
