The Structure of the Welfare Spending of Seoul City

The total amount of the welfare spending of Seoul City has increased significantly over the past years. In 2016, it reached roughly 8.4 trillion, more than 34% of total municipal budget. This study examines the structure of the welfare spending of Seoul City. We classified each of the welfare policies by its policy object, life cycle stages of the target, purpose of the policy and the type of benefits, and then cross-analyzed to figure out the distribution of welfare budget. This study analyzed 3 years annual budget data(2011, 2013, 2016) to pursuit the changes of the welfare spending trends after inauguration of Mayor Park Won-soon in 2011.

It is found that in 2016, the welfare spending of Seoul city was concentrated in the ‘social welfare services’ for ‘low-income people of all age group’ to ‘support their living’ in the way of providing services or expanding public facilities.

At the spending trends analysis, it turns out that form 2011 to 2016, welfare budget was highly concentrated on the housing policy for citizens, housing policy for low-income group, care-giving for the disabled, child-care service and family support for infants, education program for students. This trends reflects the recent political effort’s of Seoul city under Mayor Park; dealing with housing problems by supplying affordable housing; increasing child care benefits to escape from vicious cycle of low fertility; expanding Free Lunch program for healthy growing. In particular, the spending on employment policies for woman was relatively highly increased after 2013, since the Seoul City has led the work-life balance project from front, by expanding job training centers for woman and supporting reemployment of mothers. Spending on community welfare policy for all citizen was also increased since the “Home Visiting Welfare” project has launched in 2015, and employment budget for all ages was newly assigned after 2016 since 50+project for baby-boomer has started.
