A Study on the Support for Essential Workers by Type of Disaster in Seoul

This study was previously selected as three types of disasters, collapse, and infectious diseases in Seoul, and to select essential responses in response to each disaster and the response guidelines for attention, boundary and severe warning levels, and this essential response the work was divided into step one if the urgent was urgent, and the second stage if it was necessary to maintain. The essential response tasks, selected in the behavioral manuals of each type of disaster, were matched with work and workers in each field from overseas countries. As a result, the areas of urgent response to the first stage of feng shui and collapse were health, medical, transportation and transportation services, environmental beautification, harmful substances management, waste disposal, and energy. In the case of infrastructure support in the collapse area, for more than three months, it is necessary to designate work and essential workers tasks related to operating construction machinery, road packaging, and heavy equipment. In the event of infectious diseases, there are some common areas selected in the Covid-19, but it was proposed in the first and second stages to selectively specify according to the disaster response situation. As a first stage, the areas that need to be urgently responded to are health, medical and environmental beautification, harmful substances management, and waste disposal. In the second phase, care, transportation and transportation services were deployed. The  support policy was divided into a normal situation and a disaster situation, and proposed according to the essential work and the essential workers. Normally, it is necessary to check and improve the working environment for the smooth work of the essential workers. In disasters, support for essential workers' households should be considered first.
