Systematic Support Measures for the Private Sector to Serious Accidents in Seoul: Industrial Accident Targets

This study aims to develop a systematic support framework for the private sector in Seoul to effectively comply with the Serious Accident Punishment Act, addressing its relatively insufficient response capabilities compared to those of the public sector. The analysis identified the top three industries comprising Seoul’s private sector as 'wholesale and retail trade,' 'accommodation and food services,' and 'transportation and warehousing.' Among Seoul’s 1,180,025 private sector workplaces, approximately 85.4% are small-scale establishments with 1–4 employees, while 13.6% have between 5–49 employees.
As a result, for workplaces with more than 50 employees, the study proposes a framework integrating international standards such as the Occupational Health and Safety Management System (ISO 45001) with the Business Continuity Management System (BCMS). For workplaces with fewer than 50 employees, the study suggests distributing a simplified safety manual and providing access to an online platform. For workplaces where both civil and industrial accidents overlap, it advises business owners to identify potential overlaps and analyze types of industry-specific accidents. Additionally, for subcontractors on projects directly commissioned by the Seoul Metropolitan Government, the study proposes reclassifying the existing management list according to the Korean Standard Classification system and providing it accordingly, while also introducing a new evaluation system to ensure health and safety performance via Seoul’s internal system for serious accident management.
