This study evaluates the effectiveness of Seoul Metropolitan Government’s policies to reduce Volatile Organic Compounds (VOCs), which account for the largest portion of the air pollutant emissions in Seoul.
Since 2022, Seoul Metropolitan Government has implemented various strategies, including promoting low-VOCs and water-based products, supporting VOCs control equipment, expanding the use of eco-labeled products in public etc.
This study conducted a quantitative analysis of the impact of VOCs management initiatives on emission and health effect. Focusing on painting, printing, and dry-cleaning facilities, this study analyzed differences in management methods and effectiveness based on the characteristics of each emission source and the type of support provided. Additionally, field surveys with in-depth interviews were conducted together.
Quantitative analysis revealed significant VOCs reduction in each sources: 56% in auto repair coating, 23% in construction painting, 31% in printing facilities with adsorption systems, 4% in low-VOCs printing facilities, and 58% in Dry-cleaning facilities.
Toxicity assessments based on Material Safety Data Sheet(MSDS) data confirmed that water-based product substitution reduced both VOCs content and the number of harmful or legally regulated substances. In addition, field surveys conducted with over 100 participating businesses showed high satisfaction, citing improved air quality, reduced chemical use, and enhanced work environments.
Based on the findings of this study, a comprehensive strategic plan is proposed to improve Seoul’s management of volatile organic compounds (VOCs) emission. The strategy includes the following six components: ① Investigation of practical emission sources in Seoul, ② Establishment of life-cycle support and management systems ③ Improvement of effectiveness evaluations considering VOCs concentrations and Management based on the reactivity of VOCs substances, ④ Enhancement of the seasonal management system, ⑤ Establishment of an IoT-based smart management system, and ⑥ Revision of the institutional framework and promotion of voluntary participation in reducing VOCs.
