Seoul is expanding its digital transformation from the digitization of administrative tasks and mobile services to smart urban infrastructure and diverse citizen services in welfare, culture, and education, following its sixth information plan in 2021. The emergence of generative AI is further accelerating this transformation by integrating AI into various citizen services and urban infrastructure.
However, the push for digital projects at individual business units has led to silo effect between platforms, causing functional overlaps and difficulties in data sharing and service integration. Additionally, there is a lack of information platforms to support the development of policies needed to solve complex urban issues.
Public institutions globally are pursuing digital transformation, especially focusing on providing welfare, culture, and education services based on citizens' lifestyles, while striving for One-Stop services. To facilitate this transformation, they are rapidly implementing cloud-based infrastructure to reduce platform construction costs.
In the technology side, to support the digital transformation, cloud technology offers a standardized platform environment, and "cloud-native" approaches are driving IT innovation. AI technology is evolving from machine learning to multimodal systems, expanding its application into creative fields such as R&D and planning.
To accelerate Seoul's digital transformation, a governance structure that promotes data sharing and addresses platform silo effect is essential. Additionally, cloud migration and AI adoption for quick platform construction and cost reduction are necessary.
A proposed cloud-based digital administrative platform framework will facilitate new digital transformation projects tailored to specific needs, while standardized cloud governance will promote data and service integration. By embedding AI infrastructure, Seoul can quickly utilize accumulated knowledge for insights, enhancing the digital transformation process.
