Fifty five local governments together created the Council of Local Governments for Community Building, transcending the progressive-conservative ideological barrier. As the Community Policy has become in vogue across Korea today, it is becoming all the more important for policymakers to ask, constantly, whether citizens are still at the center of their policy endeavors.
